Democrazy will include raw demos and song fragments recorded by Albarn in hotel rooms while touring in the US earlier this year.
Released on 24 November on Albarn’s Honest Jon’s record label, only 5,000 copies will be made.
“It’s the lowest lo-fi record ever,” he said. Albarn is planning a one-off solo concert in London on 22 December.
“It deconstructs everything the music industry has built up,” he said.
“But I thought it would be interesting to let people hear a side to the music-making process they never get to hear.”
Last year, Albarn released Mali Music, recorded on location in collaboration with various African artists.
Blur are continuing a European tour throughout December to promote their current album, Think Tank.
